Proposal Strategist

The Proposal Center is hiring a Proposal Strategist to improve our proposalby facilitating strategy meetings, leading research efforts, completing competitive analyses, and leading debriefs. The Proposal Strategist is responsible for working with the Proposal Team and the other Business Development team members to improve our proposal responses.

The Proposal Strategist is responsible for leading our proposal strategy for specific opportunities using information from research, debriefs, competitive analyses, and best practices. 

  • Understand the proposal process and work with the Proposal Team 
  • Work with the Marketing Team and Sales VPs to research future opportunities and develop a strategy 
  • Work with the Marketing Team and Sales VPs on competitive analysis 
  • Work with the lead writers and other subject matter experts (SMEs) to research current opportunities to identify competitors, pain points, and value propositions 
  • Facilitate strategy discussions in conjunction with the lead writers and others 
  • Work with the lead writers to incorporate differentiators and win themes into proposals 
  • Review RFP responses and provide input to the lead writers to improve response content around strategy 
  • Performs internal debriefs with Proposal Team and others who helped write the proposal 
  • Work with the Proposal Center Vice President to request available competitor proposals, scoring evaluations, and the awarded contract amount after an award  
  • Complete FOIA requestsif needed 
  • Analyze competitors' proposals, with the assistance of SMEs, and lead debriefs 
  • Designs and facilitates training based on debriefs 
  • Bring best practices to the proposal process 


  • Mentor the Proposal Team and Business Development Team to improve our response strategy 
  • Other duties as assigned 

Minimum Qualifications  

  • Bachelor’s degree 
  • Proficiency in MS Word, Excel, and PowerPoint  
  • Demonstrated proficiency in persuasive writing using conversational English  
  • Must have the ability to work independently and as part of a team 
  • Must have excellent oral and written communication skills, including the ability to communicate with internal and external parties 
  • Must have the ability to handle and organize multiple projects and deadlines 
  • Must demonstrate a high degree of attention to quality, details, and correctness. 
  • Must have the ability to work at a computer for extended periods 

Preferred Skills/Qualifications  

  • APMP Foundation or Practitioner Certification 
  • Government procurement experience 
  • Knowledge of one or more health and human services programs
